This is kind of the "chicken/egg" argument. We don't want to schedule low because it hurts our RPI...no one wants to schedule us because it hurts their RPI.

Like it or not - college football is a great example of have and have nots. This will not change in the future. The haves generate the most revenue and will always have preferential treatment.
